How FDOT District 5 gets reliable real-time turning movement counts

FDOT District 5 oversees a fast-growing region of more than four million people around Orlando. Outages and detector malfunctions left gaps and errors in its traffic data, so the district partnered with Flow Labs to deploy HEIDI. HEIDI combines the district's existing detection data with connected vehicle probe data to produce real-time turning movement counts.

  • Integrated counts stayed under 10% error (MAPE) against ground-truth video, across 13,860 samples, exceeding FHWA volume accuracy thresholds.
  • HEIDI was able to resolve detection data quality issues reducing error by more than 81%
  • High penetration probe data was combined with ATSPM data to provide comprehensive signal performance measures and support proactive signal management.
